Linelle. Linelle is a hagraven who is encountered during the quest Bones for a Crow. She leads the forces of Crowstooth in the latter's absence. Linelle's note gives clues as to where Crowstooth herself has gone; reading it will direct the player to Arcwind Point.It can't be crafted, but being fairly easy to find, it's one of the best light armor sets in Skyrim to add to any assassin character's build. The full set will grant the player an armor rating of 53.

There is a PC only bug where it someones won't pop up and announce itself if you kill Linwe first. But regardless, it's still an actual quest objective and not at all hidden or secret.
